Ms. Cecilia Mutua is a multi-skilled ICT and Digital Transformation Specialist with a career spanning over 20 years. She has extensive experience in IT, systems development, governance, project management, operational management, capacity building, innovation management, and the development of secure digital infrastructure and networks. She is currently the Director ICT (Data Governance) at the State Department for ICT and Digital Economy. Previously, she has held various leadership roles including working as the ICT Director for the County Government of Makueni and serving as the Information Technology Coordinator for the Regional Center for Mapping of Resources for Development.

Her achievements include spearheading the operationalization of the Makueni Tech & Innovation Hub, implementing Public Wi-Fi at Wote Greenpark; and developing digital platforms to enhance service delivery and project management. In addition, she has championed digital inclusion through youth empowerment programmes such as the Tusomeei Computer Nduani initiative in Makueni County. Ms. Mutua holds a Master of Science in Information Systems from the University of Nairobi, and a Bachelor of Science in Information Sciences from Moi University.
